Many raw materials (including resources postulated to exist but yet to be discovered) remain mostly unexploited. Australia is often referred to by economists as the "world's farm", but despite this emphasis on the agriculture sector, in recent years the Australian government has been focusing on the tourism, education and technology markets. Australian immigration has a checkered history. Immigration to the continent now called Australia began over 50,000 years ago, when the ancestors of Australian Aborigines arrived via Indonesia and New Guinea. Europeans began landing in the 1600's and 1700's, and the country was colonised by Britain in 1788. In 1901, Australia adopted a federal constitution and became a self-governing dominion of the British Empire. Australian troops took part in both world wars. Since World War II Australia has been transformed by a massive immigration programme. Australia remains a constitutional monarchy with Queen Elizabeth II as head of state: a referendum to establish a republic was defeated in 1999. The Great Barrier Reef, by far the world's largest coral reef, lies a short distance off the north-east coast of Australia. Uluru, in central Australia, is the second largest monolith in the world. New Zealanders are granted Special Category Visas on arrival in Australia, which allow them to remain in Australia to live or work indefinitely. However, New Zealand citizens are excluded from government subsidised tertiary education or other advantages granted to Australian citizens and permanent residents. New rules in 2001 divided New Zealanders living in Australia into two categories: those who were resident in Australia before 2001, and those who arrived in Australia after 2001. Those who were resident before 2001 may claim unemployment benefits after two years residence, as is the norm for permanent residents of other nationalities. New Zealanders who have arrived in Australia after 2001 are not entitled to any unemployment benefits at all, as is the norm for people living in Australia only on work permits. Van Diemen's Land (i.e. the present day Tasmania) was settled in 1803, and became a separate colony in 1825. The rest of the continent, what is now Western Australia, was formally claimed by the United Kingdom in 1829. Following the spread of British settlement, separate Colonies were created from parts of New South Wales: South Australia in 1836, Victoria in 1851 and Queensland in 1859. The Northern Territory was founded, as part of the Colony of South Australia, in 1863. Melbourne was the only city in the Southern Hemisphere in which the Three Tenors (Luciano Pavarotti, Plácido Domingo and José Carreras) performed on their world tour in 1997, and the only city in the world to host the Kiss Symphony, a combined performance of the rock band KISS and the Melbourne Symphony Orchestra in 2003. Australians have traditionally had a very strong "underdog" attitude, that is they will support those whom appear to have the lesser hand, so long as Australia is not involved. This can be seen greatly from an occurance during the 2003 Rugby World Cup, where a Georgian Rugby Team arrived in Perth with a crowd of Perth based supporters cheering them on and welcoming them. Australia has produced a wide variety of popular music. While many musicians and bands (some notable examples include the 1960s successes of The Easybeats and the folk-pop group The Seekers, through the heavy rock of AC/DC, and the slick pop of INXS and more recently Savage Garden) have had considerable international success, there remains some debate over whether Australian popular music really has a distinctive sound. Perhaps the most striking common feature of Australian music, like many other Australian art forms, is the dry, often self-deprecating humor evident in the lyrics. Since 1996, the Coalition government, led by Prime Minister John Howard, has continued to implement microeconomic reform policies. Some have claimed that the deregulation of the labour market during this period has resulted in a needed flexibility in the labour force. Others have criticised these deregulations as having a negative impact on worker's wages, safety and health grounds. Legislation introduced during this period sought to reduce union involvement and power, and has preferred to emphasise enterprise bargaining (a tendency towards wage bargaining). Also during this period, the Coalition government deregulated numerous other industries, including the telecommunications sector, and privatised many of the pre-existing natural monopolies. As one would expect from a city its size, Melbourne contains all manner of pubs, bars, and nightclubs. The CBD contains a wide variety of venues, from the ubiquitous faux-Irish pubs proliferating around the world, to some very upmarket establishments (such as the Supper Club, which offers all manner of exclusive wines at exclusive prices), serious jazz venues on Bennetts Lane, fashionable nightclubs and dance venues, and massive pickup joints (of which The Metro on Bourke Street is perhaps the biggest). With a population of approx. 170,000 people in the city proper (known as the "city of Sydney") and a metropolitan area population exceeding 4 million, the Sydney metropolis is the larger of the two main financial, transport, trade and cultural centres of Australia (the other being Melbourne, Sydney's long term rival to the title of pre-eminent Australian city). Australia's neighbouring countries include New Zealand to the southeast and Indonesia, East Timor, and Papua New Guinea to the north. The shortest border distance is between the mainlands of Papua New Guinea and Australia at about 150 km; however, the nearest inhabited island, Boigu Island, is about 5km from Papua New Guinea. This has led to a complicated border arrangement allowing access for 'traditional' uses of the waterway across the border by Papua New Guinean people and Torres Strait Islanders.
