Australian literature began soon after the establishment of the country by Europeans. Early popular works tended to be of the 'ripping yarn' variety, telling tales of derring-do against the new frontier of the Australian outback. The national expansion of ABC youth radio station Triple J during the 1990s has greatly increased the visibility and availability of home-grown talent to listeners nationwide. Since the mid 1990s a string of successful alternative Australian acts have emerged - artists to achieve both underground (critical) and mainstream (commercial) success include silverchair, Grinspoon, Powderfinger, George and Jet. On 1 January 1901, federation of the Colonies was completed after a 10 year gestation period, and the Commonwealth of Australia was born, as a dominion of the British Empire. The Australian Capital Territory was separated from New South Wales in 1911, to provide a neutral place for the proposed new federal capital of Canberra (the initial capital having been Melbourne). Although Australia had become independent, the British government retained some powers over Australia until the Statute of Westminster in 1931, and the theoretical authority of the British Parliament over individual states was not completely severed until the passing of the Australia Act in 1986. The original constitution gave the federal government power to make laws relating to any race of people except Aborigines. In 1967, a referendum supported by more than ninety per cent of voters gave the federal government the right to enact laws to protect Aboriginal people and to count them in the census. Australia is unusual because the animal population evolved largely out of contact with the other continents. A very high percentage of Australian animals are endemic (found nowhere else) including about 70% of its birds and 95% of its mammals. Over time, marsupials filled most of the ecological niches that are occupied by placental mammals in most other parts of the world. While having a large and vibrant arts and cultural life (notably including the yearly Melbourne International Comedy Festival and Melbourne International Film Festival), Melbourne is perhaps best known as one of the most sports-obsessed cities in the world. While many musicians and bands (some notable examples include the 1960s successes of The Easybeats and the folk-pop group The Seekers, through the heavy rock of AC/DC, and the slick pop of INXS and more recently Savage Garden) have had considerable international success, there remains some debate over whether Australian popular music really has a distinctive sound. Perhaps the most striking common feature of Australian music, like many other Australian art forms, is the dry, often self-deprecating humor evident in the lyrics. The name Australia derives from Latin australis meaning southern, and dates back to 2nd century legends of an "unknown southern land" (ie. terra australis incognita). The English explorer Matthew Flinders named the land Terra Australis which was later abbreviated to the current form. Previously, when the Dutch explored the area they named it Nova Hollandicus or New Holland. Canberra (pronounced CAN-bruh , CAN-berra, Can-BER-ra or Can-buh-ruh) is Australia's capital city and largest inland city (population 311,000). It is located at the northern end of the Australian Capital Territory, (ACT; population 339,000). Canberra is the 7th most populous city in the country, though it is smaller than any of the state capitals except Hobart. Rainfall in Australia is highly variable, with frequent droughts lasting several seasons. Occasionally a duststorm will blanket a region or even several states and there are reports of the occasional large tornado. Uluru (until 1986 known as Ayers Rock), is the second largest monolith in the world and is located in central Australia (the largest being Mount Augustus in Western Australia). The largest city in the world by area (not by population) is Mount Isa in northern Queensland. Sydney boasts a full roster of musical, theatrical and artistic activity throughout the year, from the formal - including the Sydney Symphony Orchestra, the Sydney Theatre Company, the Sydney Dance Company, and the Archibald Prize - to festivals, including the Sydney Festival, a celebration of free performances throughout January. Many internationally known Australian rock bands have had their conception in Sydney, from Midnight Oil to INXS. New Zealanders are granted Special Category Visas on arrival in Australia, which allow them to remain in Australia to live or work indefinitely. However, New Zealand citizens are excluded from government subsidised tertiary education or other advantages granted to Australian citizens and permanent residents. New rules in 2001 divided New Zealanders living in Australia into two categories: those who were resident in Australia before 2001, and those who arrived in Australia after 2001. Those who were resident before 2001 may claim unemployment benefits after two years residence, as is the norm for permanent residents of other nationalities. New Zealanders who have arrived in Australia after 2001 are not entitled to any unemployment benefits at all, as is the norm for people living in Australia only on work permits.
